Circle of Wills may be a reference to the Circle of Willis, a network of arteries that provide blood to the brain.
There is a Teenage Mutant Ninja Turtles reference near one of the sewer pipes in the form of a Level 80 Dalaran Sewer Rat and four Level 1 Dalaran Sewer Turtles.
